As a water treatment professional, with prior specialization in pools, spas, and fountains, this is not true. Industry contacts have pointed out that most likely reason the coating "delaminated" from the underlying surface was improper installation. A potential combination of improper coating selection for conditions, improper surface preparation, wrong surface conditions (moisture levels and temperature), and improper coating application and/or conditions (again, temperature, not enough time for curing prior to filling, maybe driving heavy vehicles on it after application, etc).
Any single or combination of these factors could cause delamination. Admittedly, as soon as a breach was present in the coating, it is possible that, in the vicinity of hydrogen peroxide addition, that some underlying (concrete) surface reactions could have occurred adding to the total delamination.
As a pool professional, I assure you that the primary root cause of issues in almost all pools of recreational and ornamental water is three fold. In this order. There should be no leaks in the system. Circulation and filtration systems should be sufficient to provide water turnover and clarity. Treatment, whatever it might be, should be adequate to provide desired results. This applies from the naturally bluest and clearest of swimming pools to fountains to natural ponds containing plants and wildlife. Coatings are not part of the fundamentals of water care.

The primary surfaces now "coated" are poured concrete. The nearby walkways and the rim of the Reflecting Pool are made of granite.[11]"
